Prof. dr. Andrzej Wiszniewski has been the Minister of Science and simultaneously the Chairman of the National Committee of Scientific Research since the beginning of the present Polish Government in 1997 under Prime Minister prof. dr. Jerzy Buzek.
Summary:
Research and development are closely related to education and the economy. This is so, because the economy consumes the results of R&D, whilst education uses the results of research to educate students, and provides people capable of transferring technology. Therefore, to obtain the stable development of a given country all the three sectors ought to develop in a harmonized way. To detect weak links in the chain of these three sectors - an international comparisons should be made, based on the GDP per capita index, which represents the state of the national economy, and the capability of the national budget.
