June 9th 2003
Rt.Hon. Tony Blair MP,
10 Downing Street,
This weekend, in brilliant sunshine, the people of Poland voted with a massive majority to join the European Union. It is a great moment in history, with majority of the new entrants voting to join a new Europe." "( )As you made clear during visit to Warsaw this May and your collegue Denis Macshane(minister for Europe-przyp. redakcji) stressed during his recent supportive visits, a YES vote certainly is a wise decision for people of Poland. Historically it fullfils Poland's destiny ". "( ) This vote means that Poland will benefit from the social charter, environmental safeguards and rules of fair competition of the single market, obtain financial assistance in carrying out the necessary structural reforms of the agricultural and industrial sectors. "( )The United Kingdom also gains from the results of this referendum. In the last year Poland has emerged consistently as the UK's closest ally in Europe. In the Iraqi conflict ."."( )Two countries never been at war during the entire thousand-year history as sovereign states and during Second World War they formed the most longlasting coalition against the Nazi threat." "( )We note, that that the ratification process for the Atens treaty is well under way. On June 5th the Bill passed its third reading in the House of Commons and has already passed to the House of Lords, who should complete their passage of the ratification process this September"."( )".
"Bearing in mind the above comments, the decision by your Government to allow citizens of the ten new member states to enter the United Kingdom from May 2004 as fully fledged European citizen with the right of entry and gainful employment was a bold and politically courageous one. We agree that it will bring great economic benefits, both for the British internal market and for the new visitors and economies of their countries (podkreślenie redakcji). However, no new legislation or regulations have been brought in to clarify how these new procedures will work".
"(...)While a good will and euphoria on this issue remain strong, it would be beneficial for all parties to pass the appropriate legislation just after ratification in October clarrifying the status of the new entrants from May 2004 at the UK border and offering amnesty to all those citizen of the new states whose legal status in this country is unclear and who have lived here since May 2003."
"We think that such a legislation, if worded competently and fairly and issued promptly and efficiently, would consolidate the results of the Polish referendum and the British Government's consistent championing of the eastern expansion of the EU. We are more than willing to assist in any way inorder to make that legislation a reality".
